Gunshots At Pines Apartment
FIRST PART of CLA (Reading) 
PATROL REPORT
At 23.25 hours Thursday, 14 April 2011, the Diamond Spring Police Control received a telephone call reporting the sound of gunshots from an apartment building in the area of the Bus Garage (Grid reference 125/185). A police patrol responded to the scene, arriving at 23.34 hours, finding a large number of people gathered outside The Pines Apartment building, located beside the Bus Garage. The patrol was directed to Apartment Number 4, where they found a male person lying on the hallway floor, bleeding from gunshot wounds to the body and head, identified as 46-year old Raul Mocha.  They interviewed the victim’s wife, Marcella Mocha, who identified the shooting victim as her husband. She stated they heard a knock at the door of the apartment and when her husband opened the door he was shot in the chest and fell to the floor.  She described the gunman as wearing a ski mask and blue jacket. She also stated that earlier at about 21.30 hours, the deceased had an argument outside the apartment with a young male, who had purchased a car from him. She remembered that man was wearing a red cap and a blue jacket but did not know his name. She believed this was the same man because the jacket was the same.  Emergency ambulance members arrived at 23.38 hours.  They transported the victim to Bon Secours Hospital.  The ambulance crew notified Diamond Spring Control that the victim was pronounced dead on arrival at 23.59.  The on-scene police secured the scene and asked Police Control to inform the Murder Squad and Forensics.

FOLLOW-UP REPORT # 01
Reference is made to a case reported on 14 April 2011.  Investigations by the Murder Squad confirmed that the deceased was a 46-year-old male, who sustained one gunshot wound to the chest and one to the head. Four empty 10 mm shell casing were recovered at the scene:  three 10 mm empty cartridge were located on the floor outside the door of the victim’s apartment and one was found immediately inside the door to the victim’s apartment. Detectives interviewed the landlord of the building, who lives in Apartment 1, directly across from Apartment 4.  He stated that at 23.25 hours he heard five gunshots and when he looked out of his door he saw a tall male person run past him down the hall and out of the front door of the building. The man was carrying a handgun. The landlord described this person as wearing a blue jacket and a dark ski mask. The landlord saw his neighbor lying halfway out of the doorway of Apartment 4. He immediately called the Police Control to report the shooting.
FOLLOW-UP REPORT # 02
Reference is made to a case reported on 14 April 2011.  A search of the area was carried out by the patrol and forensics units.  At the rear of the bus garage an officer found a red cap and a black ski mask inside a rubbish can. Photographs were taken and these items were recovered for further examination. In addition, a fifth 10 mm empty cartridge was found in a flower pot on the floor outside the victim’s apartment.   No other witnesses came forward or were identified. The investigation is continuing.
FOLLOW-UP REPORT # 03
Reference is made to a case reported on 14 April 2011.  At 07.00, 15 April hours the medicinal examiner’s office conducted an autopsy on the victim.  A 10 mm bullet was removed from the victim’s head near the left temple.  A second bullet had passed through the victim’s left chest area striking vital organs before exiting the body.  The examination concluded that both shots were lethal, and either one could have caused instantaneous death.  The examination also discovered a large contusion to the victim’s right jaw and cheek.  Additionally, the victim had a blood alcohol content level of .08 percent.
FOLLOW-UP REPORT # 04
Reference is made to a case reported on 14 April 2011. At 14.00 hours, 15 April, investigators located a suspect in connection with the shooting at the Pines Apartment.  The suspect Joseph Bolt admitted killing the victim after they argued over the purchase of the vehicle. Prosecuting judge has authorized the suspect to be charged with homicide and held in the detention center.

Second Part of CLA (Report Writing)
INTRODUCTION

            This is the second section of the UNPOL Combined Language Assessment.  It is divided into two parts. In the first part you will hear one person describing the mission-related topic you have just read about in the Reading Comprehension – it will be introduced as the Narrative. In the second part, you will hear a conversation between two people who are discussing the same mission-related topic – it will be introduced as the Dialogue.

          Please be reminded that the use of any computer devices, microphones, books, external notes or assistance from others is not permitted. Candidates who fail to observe appropriate conduct during this test will be excluded from the assessment process. Such actions will be duly noted and communicated in writing to the authorities of the Member State concerned and to the SAAT Coordinator in the UN Police Division.

          You will be given a Report Writing Form and another Blank Sheet of paper. Take careful notes on the Blank Sheet of paper of both the Narrative and the Dialogue. Pay attention to the important facts and key information. You will hear the recording only one time.
          Once the Narrative and Dialogue are finished, you will be asked to use your notes from both the Reading and the Audio parts to write your own complete police report.

          You will have 30 minutes to complete your police report. The instructor will indicate when these 30 minutes begin. The instructor will then announce when there are 5 minutes remaining and when there is one final minute.

          Please do not forget to write your full name and your individual test serial number clearly in the spaces provided on the Report Writing Sheet.

NARRATIVE
At 14.00 hours, 15 April 2011, investigators located a suspect in connection with the shooting at the Pines Apartment.  An interview was conducted at the Police Investigations Office at 14.30 hours the same day.  The suspect Joseph Bolt stated that two days ago, on 13 April 2011 at around 16.00 hours, he paid Raul Mocha 2200 Euros for a Fiat Punto produced in 1999.  Joseph Bolt stated that the owner told him the car was in good condition. Joseph then continued to say that he had only had his driver’s license for six months, and this was the first time he had ever purchased a car. He drove the Fiat Punto about 150 kilometers and found it had many mechanical problems. He had to stop about every 50 kilometers and put water in the radiator, and that when he tried to come to a halt, the car did not stop well because the brakes were faulty.  He needed to drive the vehicle to his family’s home after work each day, which was about 100 kilometers. He also expected to use the vehicle for a longer trip of about 500 kilometers the next month. When Joseph realized how many mechanical problems the car had, he drove the vehicle back to Raul’s apartment and asked for his money back. Raul appeared to have been drinking heavily.  He refused to hand Joseph his money and told him he should have checked everything before he bought the car. They continued to argue and the victim called Joseph a stupid idiot. Raul pushed Joseph and threatened to kill him. Joseph left and stole a gun from his father’s closet.  He returned to the apartment, and shot the victim as soon as he opened the door.  Joseph then kicked the victim in the head when he fell to the floor. He said he was angry because he spent all of his money on the car and it was not good. He then threw the gun in the river near Lake’s Square. Prosecuting judge has authorized the suspect to be charged with homicide and held in the detention center.
DIALOGUE
Police Officer:             I am conducting an interview in reference to the shooting at the Pines Apartment Building.  Please state your name.

Suspect:                       Joseph Bolt.

Police Officer:             Tell me what happened at the Pines Apartment Building on 14 April 2011.

Suspect:                     I bought a 1999 Fiat Punto for 2200 Euros from Raul Mocha on the previous day, 13 April.  I just got my driver’s license and I had never bought a car before.  I needed it to drive 100 kilometers every day from home to work and back.  Mocha said the car was in good condition and I believed him. I was desperate to get a car for work.

Police Officer:             Then what happened?

Suspect:                      I drove the vehicle for 150 kilometers.  I found out I had to stop about every 50 kilometers to put water in the radiator because it was leaking.  And whenever I tried to stop, the brakes didn’t work well either. There were many other little mechanical problems too.  I took the car to Raul and asked him for the money back.

Police Officer:             When was that?

Suspect:                       About 21.30 hours on 14 April.

Police Officer:             What happened when you asked for the money back?

Suspect:                    Raul had been drinking. He began to argue, and said I was a stupid idiot because I did not check the car before I bought it.  He pushed me and told me he would kill me if I came back again.  I went home and got a handgun.

Police Officer:             Where did you get the weapon?

Suspect:                       It belongs to my father, a 10 mm handgun that he keeps in his closet at home.

Police Officer:             Explain what happened next.

Suspect:                       I was just going to scare him and try to get my money back. But when he opened the door, I was so angry that all my money was spent and he wouldn’t give it back, I shot him.  I kicked him in the head when he fell to the floor, and then I ran away.

Police Officer:             What were you wearing at the time of the shooting?

Suspect:                       I had on a blue jacket and jeans.  I had a red cap in my pocket and I used a ski mask over my face.  I threw the cap and the ski mast in the trash behind the bus garage.

Police Officer:             Where is the gun now?

Suspect:                       I threw it in the river near Lake’s Square. 

Police Officer:             Do you have anything to add?

Suspect:                       No, that is all.

Police Officer:             Thank you for your cooperation.  This ends the interview.
